About the Council

To make operational capability something that can be measured, compared and proven.

Across the links of the information industry, operations is one of the few fields with no recognised standard of competence.

The Council was initiated by OpenPing Technology Co., Ltd. and has been independently governed from the outset: the standards committee has a cap on seats, with no single member organisation exceeding a set proportion of the total; every draft standard goes out for public comment; and certification is entirely separate from the sale of any commercial product, with certification never conditional on purchasing anything.

The technical research basis is provided by the VIN Institute, but the Institute has no final say over the standards.

To make operational maturity a standard reference in enterprise procurement, audit and investment assessment, and to make holding a COR certification a general proof of an operations engineer's professional capability.

Once those two things hold, the industry's overall operational quality gains a structural force pushing it upward.
